Why? 

Mill Glaze

Mill glaze (planer crush) is created when lumber is planed to achieve a flat, smooth surface. The shiny glaze left on the surface will keep coatings from penetrating, which will lead to coatings failure, so it must be removed.

Stains and Discolouration

Stains can occur from moisture in the wood (pressure treated) or tannins (cedar and redwood) reacting with the iron in the nails or screws.

Dirt and Weathering

Dirt and weathering will not only prevent penetration and adhesion of the new coating, but will also alter the look you are trying to achieve.
